Fray David Peralta Ruben

Fray David Peralta Ruben is a Dominican lawyer and human rights professional specializing in legal compliance, access to rights, program management, monitoring and evaluation, and organizational strengthening. He works at the intersection of law and social impact, with particular experience supporting organizations and programs serving vulnerable populations. His work combines legal analysis, human rights standards, institutional processes, data-informed program management, and practical systems development to help organizations strengthen how they deliver and measure their work.

In his current role as Legal Compliance Manager at DREAM Project in the Dominican Republic, David works across legal compliance, governance, monitoring and evaluation, partnerships, and organizational systems. His work includes developing and coordinating monitoring and evaluation processes across programs, supporting community-based data collection and survey design, strengthening compliance practices, and contributing to institutional agreements and partnerships. He has also worked on legal and organizational matters involving nonprofit governance and compliance in the Dominican Republic.

David brings more than nine years of experience working with vulnerable families and program beneficiaries, particularly in documentation, access to rights, and rights guarantees. His experience with the Organization of American States further developed his understanding of the Inter-American human rights system, including the work of the Inter-American Commission on Human Rights, individual petition processes, and the application of international human rights standards in practice.

Before his current role, David developed experience in legal practice, NGO program management, and international cooperation. He holds an LL.M. in International Human Rights and Humanitarian Law from American University Washington College of Law. He brings to Torchlight a practitioner’s perspective grounded in law, human rights, evidence-informed programming, compliance, and cross-sector collaboration.
